With reference to your Despatch No. 113 of the
20th. April, I have the honour to transmit copies of the following
correspondence which has passed between Sir Havilland de Sausmarez
and Mr. W. Rees Davies on the subject of the registration of
British Companies in China;-

For reasons given both in Mr. Rees Davies'
minute of the 3rd. February, 1912, a copy of which accompanied Sir 42
F. D. Lugard's Despatch No. 51 of the 9th. of February, and also in 67787
Mr. Rees Davies' letter of the 29th. March to Sir Havilland, here-
-in enclosed, I am of opinion that a Registry at Shanghai is not
required and that it is undesirable that a Hongkong Official should
be appointed Assistant Registrar at Shanghai.

I note that Sir Havilland will be asked to
proceed with the preparation of a draft Order-in-Council as a
basis for discussion, and I should be glad to receive a copy of
the
